What is the conceptual problem here? How does that relate to what a car speedometer show? For example, if you are riding a car at 80 km/h and there is a building in 100 in front of you, what does that measurement tell you? Obviously you won't be able to drive 80 km/h because you'd crash into the wall before you get a chance to do that.
